In PEC's 2009 democratic Board of Directors election, members elected Cristi Clement as District 1 Director, Larry Landaker as District 6 Director, and Dr. Patrick Cox as District 7 Director. Director Cox, elected in 2008 to serve the final year of the term vacated by a former PEC director, ran uncontested and was re-elected to a new, full three-year term.

Election Services Corporation (ESC), an independent election services company, distributed, received, and tabulated all ballots. Online and mail-in voting ran from May 6 to June 12. Combined with voting at the June 20 Annual Membership Meeting, the final vote tally was:
